Can a CHEVY S-10 pull/tow a car?

Hi! I was wondering if the Chevy s-10 4.3 liter engine can pull a car? Like if i was to attach that 2-wheel thing to the back and put the or rear end of a small car on it. Will the truck be able to tow it?
Also, what is that small tower/trailer called
