can a car with a higher top speed beat a faster car in a race?

my freind is racing a 1970 dodge challenger
with a 7.0 liter Hemi V8
according to this website it puts out 425 bhp and 429 Torque
and will hit 0 to 60 in about i hear 5-to 6 seconds im not entirley sure

the speedometer goes to 160

vs My Freinds

2006 cadillac Cts V
its got a 5.7 liter ls1 supercharged v8 putting out 400 bhp
395 torque and does 0 to 60 in under 5 seconds

While The Challenger has more power, looks meaner is mabye is faster.. can a car with a higher Speedoemeter speed beat another car due to the fact it can go past a certain speed

Certainly at least 99% of cars on earth are not high performance thus not great to take them past the top speed limit or even close to that

but i mean if it ends at 160 taking it past would be bad

the ferrari enzo with a 6.0 liter naturally aspiarted v12 has a top speed of 250 mph
but does 227 mph
and no ones takes it past that
the ferrari fxx can actually reach 250
but does like 227 with the chip preventing it from further

OH BTW
the Cadillac Speedometer goes to 200 mph
thats another 40 miles of room speed
