Can a car go the maximum speed? (in America)?

Okay, on my car the max is 140mph can my car really go that fast? I heard a while ago that it doesn't really go the maximum just up to like 110mph or something. Is this true? (in America) I know in Europe cars can go the maximum speed it can go coz ive been there on the German Autobahns.
