Can a Canadian citizen start a business in the United States?

I am a Canadian citizen but have lived in the U.S where some of my family live. Would I be able to start a business? Do you need a green card to START and OWN a business? (I was not sure if the green card only applies for working as an employee at a business in the U.S)?
Could someone please tell me the process of starting a business in the U.S if you are not an American citizen?
