Can a business make a set of rules for which all future members must follow?

Hi, Just wondering if a business can make a set of rules (say the owner or CEO or chairman depending on what type of company - really just the person with the greatest authority) by which all future employees, including any future CEO/chairmen have to follow?
I mean, you see those companies which have secret recipes - I know most of the time employees sign something saying they can't tell anyone, but what about board members? Is there something that the original owner or CEO or the personal who started the company made, like a constitution?
And I don't just mean for secret ingredients. I mean in general. That was just an example. Like, what I'd an original owner wants his business run a particular way after he dies - the way he ran it?
