Can a business charge you for something before giving you a price or estimate?

I have a newly built home and was getting massive amounts of sediment in our appliances, tubs, toilets, etc. Our builder said that it would go away on its own, but after 6 months it was worse than ever. It was so bad that I would have to pull out my washing machine every other cycle, take off the cold water hose, and clean out the filters to the solenoid on the back of the washer! Finally, I called the company that installed our well and asked them if they could come take a look. They told me that I would need a filter and that they would order one. They never told me that I would have to pay for it, nor gave me any prices at all. Today, 4 weeks after the filter was installed, I got a bill for $500 in the mail for the filter! Can they do this?? What can I do?
Let me add that they ordered a filter before even coming out to look at the problem, and did not tell me when they were coming to do the work. I looked out my window one day and they were out there. I feel like this is something they could have called me about BEFORE installing it.
