Can a bicycle courier service work in a small town?

I see them all the time in big cities. I'm just trying to figure out if people send a lot of messages/packages over short distances around here to justify this business venture.
 
I doubt you would have enough business to stay in business - in small towns, businesses rarely do any business with other businesses in the same town, because they are likely all different and have no need for each other's products or services

and in a small town, they would probably do their own delivery work
