Can a 50cc scooter park at a bike rack in Texas?

I got a citation at the University of Houston for parking at a bike rack with my 50 cc scooter. I have parked there for months with no problem and so have other scooter/motorcycle riders. I have the motorcycle parking permit that my school requires. Am I legally allowed to park at bike racks?
