Can a 10 year old girl publish a book?

My cosin has written a book. I haven't read it myself myself YET but she wants to know if she could get publish or is she too young or too young that no one will want to read it.
 
Anyone can get a book published if it's any good. Age should not be a barrier. However, at the age of ten I doubt whether your cousin has developed the wit or wisdom to produce anything commercially viable. I may be wrong, she may be a literary genius but the odds are against a publisher taking her seriously.
