California Highway Patrol Inspecting my car??? HELP?

while getting my car plates and all that at the DMV, i find out i have to take it to the CHP to get inspected because its missing a Federal Label of some sort, which is a dumb excuse in my opinion,.... so im wondering , do they ask for a drivers license when you take the car for the inspection??..... what exactly do they do??
