Cadillac Deville right blinker is driving me crazy PLEASE help?

98 cadillac deville. The right blinker is acting up. Very rarely it works just fine but most of the time it doesnt. If I flip it up to engage the right blinker, it doesnt do anything but the switch itself goes up just fine. If I slowly push it up and hold it at midpoint it works fine sometimes and the other times it just blinks very fast as if one of the bulbs were out. I checked both fuse boxes and all the fuses seem to be fine. I dont think I have a burned out light bulb as sometimes it engages them just fine. I cant figure this out, please help me
