C25 battery indicator shows empty

c25 when power on battery indicator shows empty please recharge, and the phone off.
if charge it failed for about a menute.
i've check the battery still full. i've tested the phone use power supply, but battery indicator still shows empty. if use power supply the phone work for make call and receive call.
please help me, is that s/w or h/w problem.!

1st you change battery, its 95% sure
2nd change dialog ic 100% ok
