Okay, so the deal is: there is a car I see on craigslist that I really want. The situation is that the guy bought it from another guy about half a year ago and NEVER transferred it over to his name. The previous owner had put the car on NON-OP the same month the tags expired (SEP 2011), which was half a year ago (6 months). The current owner buys the car from the previous owner and doesn't bother to smog it to transfer title, there for the car is still put on NON-OP and the tags were never renewed. He is now trying to sell the car and I am interested, but how complicated will it be to regsiter the car under my name? Do I just need to smog the car, take the title and BILL OF SALE (which the guy will give) to the DMV, pay registration and tags, and that's that? Or how much paperwork do I have to do to get it fully registered into my name?
