what paper work to I need to get from the seller, do you have to goto a notary? if so do both have to be present? are the tax and tags after I buy it when I go to register ? thanks alot
 
You basically need the title with the sellers name on it and all the signatures, other than that youcan get tha tags and everything lese with in 10 days of sale.And you dont need a notary, just make sure the info from the seller matches the title.

You need the title and the DMV bill of sale/tax form which is filled out by the seller.
