Buying a car need help....PLZ...?

Hey all... I am planning to buy a car. Soo i did some research and found 1 car which i really like...The only problem is that the car is UNREGISTERED and NO RWC(Road Worthy Certificate) PROVIDED and also it has a minor rear bumper damage. Since I am buying car for the first time I really do not know all this stuff... can u plz help me out and explain in detail what should i do.. is it possible to REGISTER the car and get RWC..?

Car location- Melbourne,Australia....
