Businesses that use 'Complexity Theory' ?

Complexity theory (in business) is an approach whereby a business will place little costraint/strategy within its business, allowing each element to interact and evolve so that the best working relationships are established.

Basically, freedom within business so that strategy writes itself.

Can anyone suggest any businesses that use this approach?
