Business owner's rights vs. disabilities?

In my home town we have a situation brewing that I honestly cannot settle using my understanding of the law... maybe you guys can help, I know laws vary from state to state but let's take a simple approach to this.

A local restaurant owner has had a grievance filed against him by a customer that claims he refused service to her and her disabled daughter (24 year old woman with Autism & Cerebral Palsy, also the appearance of an 8 year old and the mentality of a toddler). The woman claims her daughter goes out in public with her often without incident but clearly people with Autism are scared in unfamiliar places.

Basically the claim is that the daughter was acting up vocally only but the mother claims to have had her calmed down. The business owner claims he was exercising his right to refuse service to the mother because she could not control her daughter.

Anyways how would this typically play out in a courtroom? I mean a business owner does in fact have the right to refuse service to anyone for any reason... but does the customers have a valid claim here or what?

All I know is I wouldn't want to be a judge or a juror that has to deal with this situation...
