Business law..which court must withdraw its ruling?

The supreme court of state F decided that the US Constitution requir es professors to warn students of their right to remain silent before questioning the students about their cheating. This ruling directly conflicts with a decision of the Fed. court of appeals for the circuit which includes state F.

a. Must the Fed. Circuit Court of appeals withdraw its ruling?
b. must the supreme court of state F withdraw its ruling?
