"business casual" attire?

I'm attending a very important event and the attire is "business casual". Well, I'm a little confused, because I don't want to over dress nor underdress. I was thinking about wearing a skirt (from a business suit) without the jacket and wear a cardigan instead.

Is this ok?
If not, any other ideas?
 
a long, black skirt with a silky bouse is business casual and also eye- capturing. if you wear this, you won't be underdressed or over dressed
