We run a buisness with a flat above where you can hear them running water all the time!! The tenant in the flat has just informed us that he pays his landlord (ie our landlord too) with his rent for the water!! We have just found out after checking with our water company that we have the only meter for this address so we pay for their water too!! Our landlord is a right old git so not approachable is this illegal. The water board says we can buy asub meter from B&Q and then charge our landlord for it why should we go to that expense! We have now paid the teenants water for 1 year. Water board very nice but say its a civil matter1
