Built in Webcam Error Being Used By Another Application While Trying To Use

AIM video chat? I've been trying to use aim video chat with one of my mates.

And it keeps making the screen black saying Your webcam is being used by another application. And i do Ctrl+Alt+Delete and it shows aim only...

Is there anything that i can do to fix this?

Details:
I'm using a build in webcam 1.3 mega pixels. The Computer is made by dell.
