Building upper body muscle and slimming down lower body?

I recently created a workout plan and have been following it consistently for about a week now. I'm 18, male, 165lbs, and about 5'8. My plan looks like this:

Mon/Wed/Sat: 1 hour run
Tues/Thur/Sun: 2 hour gym workout (free weights, bench presses, machines, and a random 20min cardio exercise at the end)

From what I've read, you can't build muscle and lose weight, they're said to be opposites. I'm trying to build upper body strength while slimming/losing weight around my belly. Basically my question is, if I follow my plan working out my upper body at the gym, can I still slim my belly from the running/cardio?

Also any suggestions regarding my plan or just working out in general would be greatly appreciated.
 
Try kettlebell training, you can build great strength throughout your entire body, while burning fat.
 
you need as much cardio as possible to lose the tummy...and eat less carbs/calories. as for up top make sure to eat a lot of protein (drink shakes before hand) protein will not contribute to your belly fat but to building the muscles you are working. make sure to switch up your routine a bit as well because your body becomes accustomed to the same thing over and over and you will not see results. in other words run for one hour one day and the next 2 hours...or work your abs on the incline bench one day and the next use free weights with the ab workout.
