building muscle at home or at the gym?

I have always been tall and skinny. I am a good distance runner so i am fit but my arms are stick thin.
I have some dumbbell weights at home but not any machines like the gym. I also don't have a benchpress. so i was wondering to build up some chest and arm muscles would i need to get a gym membership, or could i do it at home? PS. I dont have that much time on my hand. I get home from track practice at 6:00 and do homework untill 7:00 ish. So i could only work out on Weekends.
