Building an ontario fishing pond?

Does anyone know what permits ill need?This will be in muskoka, ontario.I would like to use either a river or stream to fill it.I would like it to be about 3-4 acres.how expensive would it be to dig it, get permits, stock minnows, crayfish, leeches,bluegill, pumpkinseed, black bullhead, yellow perch, smallmouth and largemouth bass, northern pike, walleye and channel catfish?This will take 4, 5 or 6 years.Is their anything I left out or problems?Thank you.
 
probably several starting at your local county level and all the way to fish stocking and river diversion permits at the state or province level. good luck with that. that has always been one of my dreams, too. personally, l'd like mine bigger. 50 to 100 acres would suit me fine. if you have a spring on your property, use that. or dig a well to keep water coming in if for some reason you're not allowed to tap a stream.
