Building a vegetable garden in AZ.?

I was going to build an enclosure. Living in AZ the heat is really harsh and the soil quality I don't know. So I was going to build an above ground wood enclosure and buy some bags of regular soil and fill it. I was wondering how deep it should be and how often I should water being in a desert and when's a good time of year to plant. Is there anything else I shoud worry about because of my geographic location?
