Buick Century Turn Signal Stays Lit, Does Not Blink?

The turn signal in my Buick Century turns on, but it doesn't blink. I read that the bulbs have 2 filaments (one for blinking and one for just staying lit) Is this true? If I find tomorrow that this isn't the case what else could be the problem?

turn signals / tail or parking lights have two filiments. If just one side does not blink, buy a 1157 bulb. make sure you install it correctly. you're good to go.
 
turn signal flasher is faulty, look under the dash for it, it looks kinda like microfarad capacitor
