Budget cuts at school and special education-Is this fair?

My school is undergoing budget cuts due to the recession, as are many schools, I'm sure. Many teachers have been laid off, and special courses are being cut. My mother found out that the advanced studies program was cut back to supply the special education program, which is already receiving thousands of dollars in additional funds and hasn't even been touched by the budget cuts. She was furious and wrote to the school board, and was confronted by the head chairwoman, who has a son in the special education program. My mom was angry that the special education program would be getting even more funds while all the other programs were being cut back or cut out completely. She is especially upset that the accelerated math class my brother was in will no longer be available, and that the advanced writing program I need to get into the college of my choice lost several teachers. The woman told my mother that her opinion was completely out of line, and that children without learning disabilities "don't need any extra programs", and "the children with special needs should be the priority considering the current economy."
My mom thinks this woman is biased due to her son, while the woman thinks my mother is selfish to want more help for "her perfectly capable children."
Are the budget changes in favor of the special education program fair? Or would evenly dividing the funds for all programs, not just special ed, be a better option?
