Budget Allocation for Education in the Philippines, 2010 (DEBATE)?

I'm working on a debate on education as top priority in budget allocation but I'm on the con side...
which would probably mean that I'm on the losing side :( but I just can't give up that easily!

so I though of some things that 'might' convince the panel:

on the quality of education we get (they say give teachers higher wages get better education?), the decisions made on the previous budget and their 'supposed' effects, other important matters on other sectors (probably not, that just might come off as an excuse...)
more specific:
also thinking about those books that they bought whether they were read/utilized or just dumped, about the lessening drive/desire of the people to educate oneself and dropping rates, whether our budget for education has been well utilized in the past?

any better ideas? probably best if it doesn't devalue education itself (kinda hard i know i'm a student by heart...)
