bubble coming out of the paint from the walls?

hello,
i recently noticed that i have some bubbles coming out of the paint/walls, we did paint the walls like 7 months ago...
I was wondering what it can be, what should i do to fix it.
If you want to see pictures let me know ill be glad to send you one.
Your help will be greatly appreciated.
