Brushing my dog's teeth is a hassle?

I bathe my dog and clip his nails but the only I put off is brushing his teeth. i noticed he had some tartar building up on his teeth today and I want to brush them.

However, he has never liked having his teeth brushed since I've adopted him. He was abused as a puppy and messed up his mouth somehow so surgery had to be preformed on it. I don't think that's why he hates having his teeth brushed but do you think it might be?

He's also 13 years old, so I don't want to stress him out and make the vet clean his teeth.

Does anyone have any tips for making the whole teeth cleaning process better for him?
@Quo, he used to chew when he was younger, but he has no desire to now that he is old.
@Care, my dog does let me touch his mouth. He just doesn't like the idea of a toothbrush touching his mouth.
...and he likes the toothpaste I bought him. I put some on my finger and he licked it off.
@cjrossi, that's why I brush his teeth despite his dislike for it. I just feel like I'm not brushing him good enough because he moves, growls, etc. He turns into a totally different dog when I brush his teeth.
