broke student needs a car help?

so im going to college this fall (community college) full time. I need a car really bad. im going into nursing and need to take entrance exams, orientation, talk to counselors ...etc. i have no way to get there and do these things.both my parents work and their cars are patched on ...meaning they are not reliable at all. we have little money and i decided to go to a cc to save money now my mom is saying i shouldnt go and just go straight to work ..but i need to go to college. anywho i was thinking of a subsidized stafford loan ..like 3500 for a decent car. do they give me the loan over the summer b/c i need to get my license and they will not let me take the test in my parents' cars. when do i pay them back? do i need my parents to sign it i prefer if i just sign it. and can you repay early? are there any other suggestions b/c this seems like my only way out. p.s i lost my last job b/c i had no way to work and they offered to hire me back if i got a car.
