brake pedal gets hard when braking?

When the engine is off and the brake pedal is depressed the brake gets very hard and pushes back after pushing and holding with light pressure once. Once the engine is started and the brake pedal is held down I hear a gushing noise coming from the drivers side dashboard and the engine rpm raises to 2K and stays there for about 10 seconds or so. After releasing the brake pedal the rpm decreases to normal but when the pedal is reapplied the rpms increase back to around 1K. After driving and applying the brakes the rpms still raise and the brake pedal gets very hard and the braking ability seems to be diminished slightly. After coming to a stop the rpms stay high at around 1K and then drop to 500-700 and fluctuate after about 10 seconds. Releasing the brake pedal while the vehicle is at a stand still allows the rpms to stabilize.
