brake lights on 95 toyota corolla..............?

I just purchased a 95 toyota corolla and when parking or headlights are on, the brake lights are always lit. Everytime I step on the brake, the light will slightly get brighter, but brake lights remain illuminated.
Please instruct me how to fix this problem. Is it a fuse problem or something else???????????? thanx
