Brake light problems on a 2001 Chrysler Concorde?

This problem has me stumped. Tail lights work, as well as reverse and turns. The center brake light in the window DOES work. The other two rear brake lights do not. Bulbs are fine.I am getting 12 volts to the outlets that go to the bulbs as well. Now, for the weird part. If I take one of the brake light bulbs out, and touch the connectors with a screw driver, if someone steps on the brake, the brake lights turn on. If I turn the running lights on, and touch the same connector with a screw driver, and no one touches the brakes, all still come one, even the one in the center. I am lost. Maybe a bad ground?
