Brake booster air pressure direction?

Hey ok, i have a 93 diahatsu applause where the brakes have been weak and hitting the floor more often then not.
And when im stopped facing uphill the brakes always go hard to the floor.

Ok so i was looking at the booster today and checked the hose for a leak... the hose goes from the booster to the exhaust manifold, and the hose itself has a one way air valve where the exhaust manifold was sucking air from the booster..

So i reversed the hose so the only thing air could do was blow from the manifold into the booster, from doing that the brake pedal was very very hard, although the brakes worked to full strength with no sign of hitting the floor.

Im curious which way is the air flow supposed to go between the brake booster and exhaust manifold??

And yes i have bled my brakes a few times now :)
