BOV sound when not in boost?

I just purchased an 2002 Subaru wrx.

I noticed that even when I'm not boosting and shift gears the blow off valve releases what sounds to be turbo build up. Is that normal? Because even when I shift at 2.5 with my boost gauge reading 0 boost I still hear the BOV sound.

List of performance mods:

- Front mount intercooler
- Borla Exhaust
- Sti injectors
- Vf34 turbo
- K&N Intake
