boost mobile users...what does this mean?

i tried calling someone from my cell (i have verizon and they have boost) and it rings about 3-5 times and then says "the number or code you have dialed is incorrect?" does this mean that they changed their number? or could they have just blocked my specific number? i waited and called days later and it still said it. thanks
