Body Work on a '90 Ford Ranger ---- help really Needed!?

Ive been trying to keep my truck looking good but the rust bug is really trying to infest my truck. The main problem is on the bottom 5 inches of metal. I have been cleaning it each spring by grinding down to the bare metal and putting anti rust stuff on and bondo ing and painting. However winter was tough on it this year and now there are holes are they any ways to fill them. Im all out of metal to work with in some spots. The paint is divided into to parts red and sliver and the silver is on the bottom and is about 8 or so inches wide. Could I cut all the metal off and rivit new metal on or what. I need some help with what to do with it. I dont want it too look like poop.
How much would it cost to do it also, I would also like to give the truck a new paint job but do it the cheap why how would I do that and how much would it cost. Thanks!
 
A good way to fix it is to cut out all the rusted metal (cancer) in order to prevent the rust from spreading any further. Then you can create a 'mock-up' panel from some cardboard, and shape it until it fits just right. Then you can transfer the shape of the mock-up piece to a piece of sheet metal. I do it this way so that you only have to cut and trim the actual metal piece once. The whole point of the mock-up.
Then tack the repair panel into place with a MIG welder, but if you don't have a welder, you could make the piece big enough to overlap, and then rivet it in, but it will be harder to bring the original body line back because more bondo will be needed to conceal the overlap joint and rivets.
