raw it down. you can use some paint thinner or just use some sandpaper and rough it up so the paint sticks. also, tape off the headtube, BB, etc. so you don't get paint where you don't want it. it's a good idea to just take everything off the frame.
do like two or three really light coats, then put on a clear coat. good luck son
