bluetooth wont connect...help?

i have the epic 4g by samsung and i found a Motorola bluetooth ear piece but the light never turns on and my phone can never discover it. the only time the light comes on the earpiece is when its charging but i dont know what to do now...iv tried everything i can :/ help me please...by the way the headset is a H700
