Bluetooth on Dell Latitude D630?

I have a Dell Latitude D630 and I want to transfer some photos to my Bluetooth enabled TV and my bluetooth phone, but I don't know how to turn Bluetooth on. I am using Windows 7 Ultimate, and cannot see any bluetooth light on the right hand side where all the other green lights are, please help.
