Bluetooth help on my computer!?

I have bluetooth on my computer but every time i try to send a file to my phone (which has bluetooth and is connected) it says "Bluetooth has not started." how do i fix that?
 
If you computer has a bluetooth device installed you will probably just need a software that can send files over to the phone for you,, you can look it up in the internet but i would suggest just calling your laptops customer care center and with a little help from the internet they should be able to look into your computer and install the required software for your device...hope that helps...
 
if bluetooth is running there will be a small icon in the task bar, open what ever program that manages your bluetooth a very common one is blue solile or something like that you have to have the program running then connected to your phone.
