bluetooth help on desktop ? !?

Ohk , ive been trying to use my phone as a modem & ive let my phone be discoverable .
but the problem is that the settings on bluetooth wont open at all & when i Put "add device" nothing happens either, not even a wizard ! its so annoying !

So PLEASE HELP !

ihave a HP desktop.

the product # is AU191AA-ABA
