Bluetooth headphone does not work with voip app on iPhone?

Hi,

I installed 2 voip apps on my iPhone.

My Bluetooth headphone works with one app which I use to make calls in the US, but the Bluetooth headphone does not work with using the other app which I make international calls (I saw the Bluetooth phone paired and connected with my iPhone before I make calls).

What is worng with the Bluetooth connection? Is it fixable?
