Bluetooth and my laptop connection, please help - How does it work?

So, I have a Motorola Razor phone with AT&T service and a Dell Inspiron 1520 laptop. I've never done bluetooth before and used my phone for a connection. Is there a website I can go to download some software free for my phone and computer?
What does bluetooth do? Can I connect to the Internet using my phone and my laptop?
I have Windows XP the professional edition but my hubby recently converted my desktop to Vista but my computer basically has the XP in it.
 
with bluetooth there are surten files on your phone and the pc. If they support each other then they will connect but if one file is diffrent they wount connect. I need to know what type of program it is though. if it is a windows xp then go to control panle and look for one of these [ sinc, bluetooth, connection, or wireless divices] The pc will not tell you how to hook this up I know cause I work on them. if it is a windows vista then let me know and I will tell you. after you find one of these folders click sinc, sinc divices, turn on recigniton, or bluetooth. hope this helps ya with your problem.
