Blower levels 1-3 on my 1998 Honda Accord A/C quit working. How can I fix it?

I was driving today and smelled something burning... like a wire burning. I had the A/C on 4 (highest) at the time because I had been outside all day. When I went to turn the A/C down, it didn't work. Off, Level 1, Level 2, and Level 3 are all the same (OFF). Level 4 still blows out lots of very cold air.

I am happy that I still have working A/C, but I don't like either having to roast to death or freeze to death!! I miss being able to only have a little bit of air blowing.

Why does Levels 1-3 not work but Level 4 still works great? How can I fix it?

Any help will be greatly appreciated!!
 
Their is a instrument in you condenser that restricts the airflow to the vents in the car That must have gone bad i can't think of the proper name but if you go to auto zone or something they will know what you are talking about and be able to get you a new one....
