Blood Test: C19 significance?

My father's been living with a tumor in the area of his liver/bile ducts. He's had blood tests and CT scans every few months. Recently his CT scan report says that the size of his tumor has not changed. However, his C19 number has jumped from about 2600 to 5600. That number is already very high, but my questions are: What does this C19 number mean, and how is it measured? And what might it signify that the C19 number climbed so much but his tumor did not grow?
