Blogger HTML Template Help?

Okay, so I found a custom blog template on Cutest Blog on The Block. I copied the HTML code. But Cutest Blog on The Blocks instructions are off, because there no longer is a Layout tab on Blogger. How do I put the HTML code into my blog so that is my design? I really need good step-by-step instructions. PLEASE HELP.
