Block certain outgoing calls with Samsung Monte Vodafone?

is there a way to Block some outgoing calls Samsung monte? (Such as 118118)
4 days ago - 6 hours left to answer.

I am pay monthly contract and I phoned vodafone and they cannot "bar" numbers only able to bar if it is on the phone itself

I do not see a call baring. only Auto reject which is incoming only :(
