Bleed the clutch in a '93 honda civic- fluid not draining?

I just replaced the master and slave cylinder on my car - I replaced the master first, and thought i'd stop and see if it was JUST the master cylinder that wasnt working - so I started to bleed the system, fluid was coming out, but the pedal never stiffened; I had someone press the pedal with the needle valve open, then I would close the drain plug and they'd raise it... fluid was coming out, but the pedal still has no pressure, and just falls to the ground when pressed...

so I put on the new slave cylinder, the spring tension on this was a HUGE difference from the old one, it was actually slightly difficult to overcome the spring tension to put on the transmission. - now i'm attempting to bleed the system and fluid will not come out of the slave cylinder... how is this possible? I even opened the needle valve (drain) all the way and no fluid comes out.
